Description of Activity:Chemical Stockpile Emergency Preparedness Plan (CSEPP) 2006/SEOC Comms check to Pueblo

Duration in hours:4

Serving Amateur Radio Group(s):D-0; DRT

Served Agency(ies):Colorado Department of Emergency Management

Describe Served Agency ParticipationMessage injections

Number of amateurs participating:20

Optional - List of amateurs participatingNot included

Man hours for the event (checkins*duration)100

List the goals of the activity:Establish Comms using all modes from the State EOC to Pueblo.

Were those goals met: (Y/N)Yes

Explain:All modes utilized.

What went well?:Comm's succeeded in all modes. Activation procedure worked.

Areas needing improvement:D-16. No reliable ARES operators in the Pueblo area to establish comms with. We activated State RACES through Al Acker, who dispatched the Disaster Response Team.

Need to standardize on an electronic call-out system.

Lessons Learned:Excellent resources through RACES when requested who contributed many man-hours and equipment.

Antenna's at SEOC need improvement.
Further training of SEOC operators on equipment and procedures.
Will rely on hand printed ICS-213's in the future, and use electronic as backup only.
New ICS-205 available and was used.
All ICS forms germain to the exercise were used.
State DTR System used for coordination worked very well.

Additional Training needed:Digital modes (need to standardize). Packet backbone needed across the state. Operator training on standard ITU phonetics, and when to use tactical call signs and when to use amateur ID.

Ideas for future exercises:Not included

Comments:This was the very first exercise for the newly formed SEOC group, and considering there was no previous training - the exercise went well. All operators associated with this event went above and beyond the call of duty, and should be very proud of the commitment to the amateur service.
